Precursor and simulated data-set requirements for SDP workflow testing

Following from the work in SP-1326 and SP-1331, this aims to identify and establish a standardised approach for providing test datasets. This will require establishing suitable data access, data formats (including assessing requirements for necessary transformations) and necessary meta-data for usage. This will likely necessitate establishing a minimal state for the data to be in (e.g. calibration state). This will also establish guidelines for making datasets available in this way as well as documentation of how to access and use the datasets collected.

This ticket reserves capacity to continue to work which will identify, create, and make available standard data sets for workflow testing.
