Configuration Input mechanism and parameter archiving implementation

Configuration of MCCS to control a station requires import of a large number of parameters, and normal operation generates a significant amount of low-level data from hardware health (voltages, temperatures, etc) as well as updting sets of calibration and pointing parameters. To demonstrate this behaviour as envisaged by the architecture the Tango database structures need to be enabled, uses, and queried.
