PEP: Define a release and packaging process with related tools

Our CI pipeline must be used to release tested software in a controlled way.

In conjunction with the office, a release plan for software products needs to be elaborated to be included as part of the software management plan.

Technological implementations of the foreseen process must be put in place in a prototypal form during the bridging phase as those are needed to integrate and control different prototypes.
