Buffer modeling, benchmarking

There is a need to develop more detailed modelling of the hot/cold buffer, from ingest to delivery, for a likely mixed workload, building on SDP modelling work to date.

Furthermore, there is a need to further develop the I/O benchmarking that has been done to date in support of this effort. This is an area of complexity, cost and relatively high risk for the SDP.
