Station device/object implementation

Implement a Station device/object to manage the statically configured entities (MVP is skeleton/architecture), with 

• manager for resource & health of physical HW
• manager for data-stream generating processes (implement the data-capture destination "stuff" for the DAQ process)

stub/mock interactions with dependent modules in MCCS (Tile, data stream, other HW devices) to reduce dependency
Implement Station controler skeleton:

-Define how this works (see Architecture features)

-Interface to Master, internal state machine

-source for static configuration information

-interface to StationBeam

-Internal resource data structures

Logging and test need to be done in the context of the T-B Control Thread (TBCT)
Demo will depend on TBCT

Outcome/DoD:

• released module & tests
• additions to CLI & TBCT to accept/parse resource configure information to configure station
• rudimentary metrics/ TANGO attributes to enable resource health monitoring and diagnostics
