    Description

      Clone of SP-766

      This is a continuation of the work started in PI5 and will see the complete removal of pyephem for astropy. In addition features such as projection will be migrated to use existing support in astropy. Inclusion of refraction correction in the delay model will be done as well as some investigation into other factors that may be needed in the delay model.
