Develop SDC1 solution, runnable as use case on IRIS/cloud infrastructure

Due to the format of SDC1 submissions (catalogues only) we at SKA lack workflows specifically targeted at solving SDC1. A pipeline for solving SDC1 (to a greater or lesser degree), will likely form the basis of a more advanced pipeline for SDC2, which will be required prior to the launch of SDC2 to test the platform that competition will be hosted on. As an additional benefit, we will be able to demonstrate best-practice with respect to making our solution open, portable, and efficient.
