Summary

This release delivers a number of changes relating to the creation of EBs. SB-driven observing can now be done with a single script, thus ensuring that only a single EB is created. This script also takes an sbi_id as input which results in that being written into the EB. This was originally done in a clunky way (in PI19), but in PI20 we will have a new ODA helper function which can be used by the script to create the EB and write the sbi_id into it in a single step.
