Make CSP LMC Low version available for Low PSI and Low ITF integration

As part of solution goal 1, CSP LMC will be integrated in Low PSI, CSP Low PSI (CLP) environment. The updated software version will be utilised in Low ITF environment as well.

At the present day, The code is tested in PSI-Low @Marsfield, with Low CBF and no PST deployed. Documentation on how to deploy CSP.LMC on PSI-LOW can be found at https://gitlab.com/ska-telescope/ska-csp-lmc-low#deploy-csplmc-on-low-psi

• use ska-csp-lmc-common 0.17.3
• compatibility with ska-low-cbf v0.6.1 and new json schemas
• validation of cbf part of json input with telescope model

The artefact referred by this ticket could not be tested on the SKAMPI environment, because of its general problems. It has been manually tested successfully on Low-PSI as demonstrated in these registration:
