SKA CICD Services API v0.29.0

This minor update expands the API endpoints of the CICD Services API and adds the following API endpoints to the Jira connector:

• Get the list of projects specified
• Get Components for single project
• Get components for multiple projects
• Check if component already exists in project and return if yes
• Update Component
• Create or update component for a project
• Create or update single Component in list of projects
• Create or update all the components for list of projects
• Utility function to get component names from list of components

These API endpoints are made available with set defaults. Their parameters are to be controlled via the environment variables set in the consuming repositories and should not be socialised widely.
