Summary

Important changes:

• Subarray rejects AssignResources command with processing blocks if processing cannot be started (processing controller or Helm deployer is offline).
• Subarray pushes events for transitional obsStates even when they do not correspond to meaningful internal states.

Compatibility with scripts:

• Versions 4.2.0, 4.2.1 of vis-receive and 0.6.0, 0.6.1 of pointing-offset are not compatible with SDP 0.20.0
