Guidelines for implementation of commands (use of the attribute result vs exception)

The goal of this ADR is to define guidelines for reporting rejection and failures when executing commands. The focus will be on implementation of the, so called, Long Running Commands, and the goal is to precisely to define when it is acceptable to use longRunningCommandResult attribute to report that command was rejected or failed, and when the exception should be raised.
