Operational state machine for software only subsystems deployed on COTS platform

Need to re-examine the operational state machine for the software subsystems deployed on the COTS computing platform (TMC, PSS, SDP).  
What does ON and OFF mean for these subsystems? 
Are they required to implement low-power state (STANDBY) where they use <5% of the total (nominal) power?  
Currently they implement the same state machine as the subsystems which  monitor and control equipment/hardware, but those transitions are not meaningful.
