Decide major updates required to the CS Guidelines

This ADR is intended to capture what major upgrades should be made to the SKA Control System Guidelines, to aid short-term development and also to move the document towards readiness for construction.

 
Why now?

• There is now much experience in writing real Tango Devices to feed back into an update;
• To prepare a version of the guidelines to be ready for T0;
• To update with recent work in related areas (logging, exception handling, subarray state machine, ...)
