Description

Why now? MCCS work expanding & not yet a full understanding of what sub-arrays mean for Low; also need a better understanding of how PSS & PST relate to the sub-array observing state model. Work on ~~ADR-8~~ revealed a need to differentiate what a sub-array meant at different levels of the system.

Scope: Everything?

Quality: Functional Suitability, Compatibility
