Support for ECP-210075

There is a dependency for the PLANET team (networks) to provide support for ECP-210075 - Providing NSDN Connectivity to SPS Cabinets.

This work can be broken down to the following high level tasks.

1. Support for the ECP process to ensure all information needed for the TCR/CCB in terms of the network is provided.
2. Assuming the ECP is approved develop a network design to provide Low power mode connectivity for the SPS racks over NSDN.
3. The design should be represented in Netterrain and include , rack, power, space and connectivity with links to the ICDs in Jama.
