Support for ECP-210062 activities

There is a dependency on the PLANET team (Networks) to provide support for ECP-210062 (LFAA Network from 4 stations/100G link to 6 stations/100G link).

This work can be broken down into the following high level tasks:

1. Support for the ECP process to ensure all information needed for the TCR/CCB in terms of the network is provided.
2. Assuming the ECP is approved develop network designs for both the SPS racks and the CPF-SPC ( Covered under SP-2025).
3. The design should be represented in Netterrain and include , rack, power, space and connectivity with links to the ICDs in Jama.
