PSI Low - finalise configuration and process for managing it

• Diagram showing PI#9 physical configuration, showing all interconnected HW, down to the level of servers, switches, boards, etc, and distinguishing between data and control paths)
• Database showing PI#9 total configuration (HW and SW). For each item, it should include information relevant to the configuration, including: description, multiplicity, version, fault status / exceptions, IP addresses, operating systems, etc.
• Same as above two bullets but showing projected configuration for PI#10 and PI#11. This should be adapted from the above two bullets, showing the 'delta'.
• Lightweight CM process such that SAFe teams can update the PSI Low configuration themselves. The database should be part of the Solution Intent and made visible to the SAFe teams developing SW for PSI Low.

A confluence page was created. It contain the tables of the components and block diagrams for PI9 and PI10/11.
