Conclude analysis of ECP to move CBF, PSS and PST

      Having the CBF, PSS and PST moved into the SPC can present a number of advantages from an hardware maintanance and operations point of view.

      Part of the assessment for this ECP is also leading to a more decoupled architecture, less reliant on time synchronisation and more robust to errors in estimates in space, power and computing.

      This Feature intends to deliver a complete analysis of the related ECP-190009 up to the point where the ECP is split into two separate ECPs, one for each telescope, and submitted to the CCB.
