SKA-MID v23.1-rc1

Enhancement of Mid system to show new features in Operations sandbox, persistent deployment (new data archival in EDA, possibly alarm handler) . This release supports objective SPO-2122 and solution goal SPO-2116. This release could be used in System ITF for testing.

EDA Deployment discussion - depending on the agreed solution, EDA deployment in Operations Sandbox will be available.
