• CIP-2966: Added CreateDescriptor command to ds-spead-descriptor.
• CIP-2634: Added CircularBufferManager Baseline Test to ds-resampler-delay-tracker
• CIP-2624: Added support for calculating time_factor for FO phase_constant derivation to ds-resampler-delay-tracker
• CIP-2622: Added RDT input parameters for phase calculations (the RDT portion of the change;  FSP will be in the next release)

• CIP-2659:  Updated HPS master to periodically check child processes and report health state.  (The EC update is in this release but will work with the next MCS release update)
